Mega Tawang festival begins

* Governor  for community participation in tourism sector  * Tuki reveals Govt plan to preserve cultural heritage  

TAWANG, Oct 26: To the chant of religious hymns, the first edition of Tawang Festival began here today as Governor Gen (Rtd) J J Singh declared it open with a cheerful Chief Minister Nabam Tuki applauding along with hundreds, including Tourism Minister Pema Khandu, WRD Minister Newlai Tingkhatra, UD and Town Planning Minister Rajesh Tacho and Parliamentary Secretaries T N Thongdok, P D Sona, Jambey Tashi, Tsewang Dhondup, Phurpa Tsering and R T Khunjuju.

Congratulating the people of Tawang, the Governor wished that the five-day tourism festival will take Tawang a notch higher in the tourism map of the world. He expressed happiness that Tawang has become the face of Arunachal Pradesh in the last couple of years and appreciated the natives for it.

“I am confident that this unique and impressive celebration will showcase the colourful and diverse culture of Arunachal Pradesh in general and Tawang in particular and provide a boost to our collective efforts towards promoting ‘Arunachal Tourism’, the governor said.

“I always maintain that Arunachal Pradesh has the potential to be leader in tourism sector in the country. It has immense potential for eco tourism, cultural tourism, adventure tourism, religious tourism and rural tourism. The Governor also said that he strongly advocated for exploiting the tourism potential of Arunachal Pradesh during Governors’ Conference at New Delhi last year, which was very much acknowledged by the Prime Minister Dr. Manmohan Singh.

“The day is not far, when we will have largest number of tourists, both domestic and international coming to Arunachal Pradesh,” Singh claimed.

He advocated for involvement of community in all tourism initiatives. “Unless community realizes and recognizes the benefits of tourism and becomes an active partner in tourism promotion and development, the whole effort can be futile,” Singh said.   PPP is a must in all tourism projects and ‘Home Stay’ involving local people must be promoted, he said.

“We can also improve our tourism sector by taking care of few important factors, such as proper transport and accommodation facilities, clean and hygienic food and restaurants, ATM kiosks, handicraft and local crafts sales facilities and basic hygienic amenities at the halting points and en-route”.

The Governor was, however, skeptical about the condition of roads that lead to Tawang. He urged the BRO authorities to take the matter seriously.

“I am aware of the fact that road communication means a lot when it comes to tourism in Arunachal Pradesh. On my part, I have taken up with Defence Minister and also with the Border Road Organization for early completion of this very important road from Tezpur to Tawang. I also inspected construction of the road at Bhalukpong-Tippi part and accordingly apprised the Union Government.

Chief Minister Nabam Tuki, who is also the Chief Patron of the tourism festival, in his address paid rich tributes to former Chief Minister, Late Dorjee Khandu. He said because of Late Khandu’s personal intervention Tawang today was in the world tourism map. Expressing his gratitude to the former CM, Tuki assured the people that Late Khandu’s dream of a developed Arunachal will not be left aloof.

“My government will leave no stone unturned to fulfill the dreams of the great visionary,” he said.

Highlighting several initiatives of the Government for welfare of the people, Tuki informed that top priority is being given to promote, preserve and document the rich cultural heritage of Arunachal Pradesh through a new scheme called “Living Heritage” and encourage local artists, artisans and exponents of traditional art forms.

Tuki, who had in the morning visited the land-slide site of the Tawang Monastery, said that the Government will do everything possible to save the age-old monastery, which is the center of Buddhist teachings for the region.

“I have constituted a High Level Committee under Principal Secretary Yeshi Tsering that will submit a technical report for consideration by the Government. We will have to save the Monastery from the danger of landslides,” he said.

As pointed by the Governor, the Chief Minister also expressed concern over the condition of roads. In fact, he had traveled by road from Dirang to Tawang yesterday to get a first-hand experience of the problem that has angered not only the natives but also the transporters.

Tuki said it was a genuine concern and assured the people that he will take up the matter on an urgent note with the Border Road Organization (BRO). He has in fact called a meeting here tomorrow of the authorities to discuss on it in presence of the Governor.

The Chief Minister earlier in the day also visited the orphanage Manjushree Vidyapeeth run by monks.

He assured to keep provisions for payment of stipends to the students of the Vidyapeeth from the next financial year as availed by local students in government schools.

Tourism Minister Pema Khandu, Parliamentary Secretary for Tourism P D Sona and Planning Commission Member Saumitra Choudhury also spoke on the occasion.

Besides Planning Commission Advisor for North East Brahma Choudhury, several high ranking government officials, officers of the Indian Army and Paramilitary Forces, media-persons and village folk were present on the occasion.

The inaugural function was followed by a multi-ethnic cultural programme by troupes from across the state as well as outside including a team from Bhutan.

 

 

Beneficiaries deprived of health care facilities : CAG

ITANAGAR, Oct 26: The Comptroller and Auditor General (CAG) in its report for the year 2010-11 has exposed the loss incurred by department of Health & Family Welfare and Education department.  The CAG stated that on the basis of a proposal submitted by the Department of Health and Family Welfare, Government of Arunachal Pradesh, the Government of India under Ministry of Health and Family Welfare, Department of AYUSH, New Delhi had sanctioned Grants-in-Aid of Rs 95.00 lakh in January 2004 for establishment of a Drug Testing Laboratory (Building – Rs 25 lakh, Equipment Rs 60 lakh and Engagement of Contractual Employees – Rs 10 lakh).

Another Rs 100 lakh was released in September 2004 for setting up an Ayurvedic Pharmacy (Building - Rs 35 lakh and equipment Rs 65 lakh) at Naharlagun under Centrally Sponsored Scheme (CSS).

Test check of the records of the Director of Health Services, Naharlagun done by CAG in February 2011, revealed that the building for the Drug Testing laboratory (DTL) was completed at a total cost of Rs 21.75 lakh in January 2006. Besides, equipment and machinery worth Rs 53.47 lakh were procured in Mach 2007, gases and chemicals worth Rs 2.18 lakh were also procured in March 2008 from an Itanagar-based local firm to run the DTL.

Similarly, construction of the building of the Ayurvedic Pharmacy was completed in January 2006, at a total cost of Rs 30.70 lakh. The Department also procured machinery and equipment and other consumable items worth Rs 65 lakh from the same Itanagar-based local firm in March 2008.

It was, however, noticed in audit that the machinery and equipment procured were neither installed nor commissioned even after a lapse of over four years from the date of purchase as both DTL and the Pharmacy was not made functional. Meanwhile the warranty period of the equipment had expired. The possibility of deterioration in the condition of the equipment and machinery due to prolonged storage, non-utilization and varying weather condition cannot be ruled out, the CAG said. When the CAG authorities pointed out the above facts, DTL incharge stated in February 2011 that the proposal was mooted for engagement of required manpower to make the DTL and Pharmacy functional. Further, the department in a reply in July 2011 stated that because of dismantling of secretariat building for construction of new secretariat building, the State Government had taken a policy decision to accommodate all the secretariat branches of line departments and as a result the office of the Health Branch of Secretariat was accommodated in DTL/Pharmacy Building, which delayed the process of making the Pharmacy functional. It also added that the process is going on to engage required manpower to make the Pharmacy and DTL functional.

The reply has to be viewed in light of the fact that the policy decision of the state Government has denied the intended beneficiaries of health care facilities for which grants-in-aid was provided by the government of India, the CAG concluded.

 

 

Loss of Rs. 12.55 lakh due to improper assessment of school books

ITANAGAR, Oct 26: As per the prevailing system, the Director of School Education (DSE), Itanagar, centrally procures textbooks for both Primary and Higher Secondary students of schools run by the State Government. The books are sent to the various Deputy Directors of School Education (DDSEs) of the State through a carriage contractor appointed by the DSE for onward free distribution to students from Class I to Class VIII and to Arunachal Pradesh Schedule Tribes students of Classes IX to XII on payment of 25 per cent of the value of the books. Non-tribal students have to pay the full amount for the books.

Data information on number of students controlled during a particular year and opening balance of books available were necessary inputs to assess the actual requirement of textbooks required for distribution. Test check of the records done by CAG revealed that the DDSEs distributed books to different schools under their jurisdiction on adhoc basis without ascertaining the actual requirements. Thus, due to non- observance of the norms compounded by the change in syllabus during 2009-10 which was not considered while distributing the books and also procurement of textbooks from private publisher instead from NCERT, resulted in accumulation of 36,293 books valued at Rs.12.76 lakh. As these textbooks became obsolete, it was disposed off (2009-10) on weight basis and Rs. 0.21 lakh was realized.

Thus, due to improper assessment of actual requirement of books by the DDSEs coupled with the sudden change in syllabus lead to the loss of Rs. 12.55 lakh the CAG reported. The matter was reported to the Government in June 2011 but no reply has been received by CAG till November 2011.

 

 

Joint meeting on Chakma & Hajong held

Core panel for joint survey verification formed

NAHARLAGUN, Oct 26: The Second Joint High Power Committee Meeting constituted by the Ministry of Home Affairs, Govt of India under the chairmanship of Shambhu Singh, Joint Secretary (NE-II), MHA on Chakma and Hajong Refugees of Arunachal Pradesh was held at Banquet Hall, Itanagar today.

Representation on behalf of Committee for Citizenship Rights of Chakma & Hajong of Arunachal Pradesh (CCRCHAP) was submitted by Santosh Kumar Chakma, General Secretary (CCRCHAP), while representation on behalf of All Arunachal Pradesh Students’ Union (AAPSU) was highlighted by legal Advisor to AAPSU T.T. Tara.

It was decided that a Core Committee under Chairmanship of Secretary (Political),  Indra Mallo Jain with three members each from CCRCHAP and AAPSU to be constituted for a joint survey verification of the Chakma and Hajong families settled in the state between 1964-69 with the census report to be ready by 20 February and to be submitted to MHA by 28 February 2013 next. The Chairman assured that necessary fund required for the census exercise will be provided by the MHA, GoI.

Chairman Singh called for respecting the law of land adding that while we need to respect human rights but on the other hand law should not be trampled at any cost. He emphasized that jurisdiction of maintaining settlement within the allotted blocks must be adhered to as law abiding people adding that CCRCHAP must play a vital role on the issue.

He termed the meeting as part of the ongoing process to find and arrive at a consensus adding that the opinions of all must be taken into account. Terming the District Administration as a vital arm of the Govt, he stressed on informing the concerned local administration like the DC, police and forest official during such exercise.

The Secretary (Political) Indra Mallo Jain while summing up the meeting informed that exercise of joint survey verification process will begin with its first meeting fixed on 3 November next, hoping that its objective of arriving to a logical conclusion to the issue will be achieved. She further called upon CCRCHAP to prevail upon the Chakmas brothers to retrace from their encroached land on reserved forests of Diyun and Bordumsa and M-Pen for creating a positive atmosphere. While terming the deliberations as providing useful insights into the issue from all perspectives, she said that we all need to build up confidence in each other for the larger interest of all.

Reminiscing those golden days

During 1970s, there were hardly any good English-medium schools in what was then known not as Arunachal Pradesh, but the North East Frontier Agency (NEFA). So, many students left home to pursue their studies in other states.

From Tirap district, eleven boys came to study in Hemalata Handiqui Memorial Institute at Jorhat in the year 1970 and I was one of them. I belong to the chief family of Borduria, which at that time took all important decisions in our village, including where students should be sent to get education. Since the days of Ahom rule, an important link existed between Borduria and the plains of Upper Assam. Borduria possessed several salt wells and many parts of Assam and north Burma depended on our native village for supply of this commodity.

Although our school was far away from home, I rarely felt homesick and

was happy in the company of friends. The journey seemed long then and took a day of travelling either way. We used to take a five-hour bus ride from Khonsa, the main town in Tirap, to Naharkatia in Assam. At Naharkatia, we changed transport and hopped onto a train to Mariani. At Mariani, years after years, our school bus – a Bedford we knew as ‘Big Bus’ -- would be waiting to receive us. The elder boys in our group took care of us during the journey.

When I joined, the school did not have boarding facility. For a few months, we were put up in a rented tea manager’s bungalow in Murmuria, near Jorhat. We were later shifted to another bungalow in Baghdhora, which was named Tirap House Boys’ Hostel. Our warden, the late Ms. Maya Baruah, was a strict disciplinarian but kind and caring. Maya Miss often asked me to sing native Nocte songs and Hindi numbers whenever guests or parents visited us. It was flattering to receive compliments after those performances! We would wake up at five in the morning every day for physical training. Under an open sky and surrounded by green foliage, we would exercise on the neat green lawns. White cranes would sit lightly on the grass next to us as we did our Jumping Jacks and sit-ups. It was a daily ritual. My first swimming lesson was at the pond behind the hostel, where the boys plunged to cool off during the hot summer days. It was probably the mid Seventies when we shifted to the new hostel inside the school campus. About two years after we moved in, Mrs Anne Goldsmith became our warden. She taught us the value of prayer, discipline and good manners. I became the prefect of the hostel during her time.

Apart from minding the boys, my job was to fulfill their long list of requests and convey their many pleas to the warden. I distinctly recall knocking on Mrs Goldsmith’s door one afternoon to audaciously ask for permission to see a late-night show of Romeo and Juliet. The movie was running at Eleye Cinema in Gar Ali. Madam was extremely shocked to hear my request. Raising her eyebrows, she answered with a question: “What am I hearing from you, Wangli ?”, and then went quiet.

The boys never forgave me. The present honorable Member of Parliament, B.K. Handique, often visited us in the hostel. He was the guiding force of our school. I still remember the evening when Handique came to our dormitory and taught us to knot the tie properly. I really enjoyed my school days. It was the best period of my life.

As I write this piece, many memories float before my eyes: our dedicated and efficient teachers, among them late Dennis Bangs, Dulal Baruah and late Muhi Deka; the friends I’ve lost touch with over the years; and all the happy and anxious moments that made up our lives. On the eve of HHMI’s Golden Jubilee, I wish the best for my alma mater. (Lowangcha studied in HHMI for eight years between 1970 and 1978 and presently divided his time between Khonsa and Jorhat. Tuki announces stipends for students of Manjushree Vidyapeeth

TAWANG, Oct 26: Broad smiles were written large over 205 odd students of Manjushree Vidyapeeth when Chief Minister Nabam Tuki announced stipends for them from the next academic session as in any other govt schools of the State.

Tuki who is on a two days visit to picturesque Tawang paid a short visit to the famed Vidyapeeth which is housing 205 children-119 orphans, 60 destitute and 26 physical disabled from various part of the state.

Announcing students’ stipend in Vidyapeeth’s small auditorium, that was greeted with thunderous applause from students and teaching staffs, Tuki said that maintaining total care of 205 students is not a child’s game and pledged his all out support while pressing for supports from every quarter to such noble endeavour.

He asked Tourism Minister Pema Khandu and Parliamentary Secretary, Art and Culture, Tsewang Dhondup - both from Tawang - to submit a proposal through Tawang DC for implementation of the same at the earliest.     

In another important announcement, he assured to extend scholarship to some more students to study abroad after being informed that a student from the Vidyapith is already studying at Cambridge with a scholarship from GoAP. He added that fund for scholarship has been included in the state budget.

Responding to the plea of Padmashree Lama Thupten Phuntsok, Director, Manjushree Vidyapeeth; Tuki assured sufficient fund to protect the infrastructure against landslide which is endangering the Vidyapith.

Earlier, Tuki and his entourage consisting UD minister Rajesh Tacho, Pema, Dhondup, Parliamentary Secretary PWD T N Thongdok, Parliamentary Secretary Phurpa Tsering, Political Secretary to CM Bamang Tago, OSD to CM Dr Hatobin Mai visited the flood zone which is on the verge of taking down the world famous Tawang Monastery.

Tuki while assuring Pema of early protection work for the Monastery informed that a committee has been constituted with Principal Secretary Yeshi Tsering as chairman to study and submit a report for early action.

The entourage also paid obeisance to the martyrs of 1962 war at the War Memorial here.

Listening patiently to the sordid details of the war from GoC 5th Mountain Division, Major General Vinod K Pillai and 190 Mountain Brigade, Commander J S Purohit, Tuki expressed his desire to visit the border areas in one of his visits.   

 

 

People of Tippi unhappy over M S Chauhan case

ITANAGAR, Oct 26:  A team of Arunachal Civil Society (ACS) headed by its chairman Patey Tayum visited Tippi of West Kameng district on October 21 where IPS officer Mayank Sheel Chauhan reported went missing mysteriously on October 16 last.

The team inspected the area where the incident had occurred and interacted with the local people and learnt the reality behind the whole episode. The people of Tippi during interaction with the ACS team showed anguish over the wrong information and misinterpretation of Tippi. The place is an important tourist place and gateway for three districts of the state, namely East Kameng, West Kameng and Tawang.

According to report, Chauhan  got down from his car to join the ‘duo’ for lunch latter. But in contrast ACS team found not even a single restaurant or roadside ‘dhabas’ in the entire area.

The people of Tippi and their concern is that, if there is a foul play in the case then they could do it in either way but why to misinform and hurt the sentiment of the local people and community as a whole. One of the local person said that ‘we have begun to lost trust at the state government and it is defaming our native land’.

During the interaction session at Tippi, the ACS chairman Patey Tayum said that, ‘if the intellectual and responsible people of the state can tarnish the image of a peaceful place like Tippi then what can we expect from the common people’.

The team members also expressed on the increasing crime cases in the state.

The ACS on behalf of the people of Arunachal Pradesh demanded the State Government and the respective Police Head Quarter (PHQs) for clarification on  IPS officer M S Chauhan’s case and his immediate arrest. Equal punishment should be given to the trio. The ACS members said that if the state government is too weak to tackle the issue, it should move the case further to the Ministry of Home affairs in the interest of the people of Arunachal Pradesh.

 

 

ASSET reaches out to widows of North East

ITANAGAR, Oct 26:  Manoj Jalan and Vineeta Jalan formally announced the MASS (Maiyya Shanta Scheme) of the Anu Shiksha Seva Trust, Wakro at Anugrah yesterday in the presence of teacher Priti Ghosh, Brig (R) K S Rao and Col (R) P K Ghosh.  

The scheme is dedicated to the service of the old and aged, especially widows in need of assistance. Two widows were extended assistance and a home was built for an aged person.

ASSET will further render assistance to a widow namely Doli Das, who lost her husband Subadh Das a few days ago. Subadh Das was an affectionate friend of Arunachali people in Assam and is survived by wife Doli, who herself is undergoing treatment for cancer and three minor school going children. ASSET would render financial assistance till the eldest son completes education or finds a job to support the family.

One more physically handicapped widow, who lost her husband a few weeks ago will be provided assistance through the Maiyya Shanta Scheme.

Gajanan from Maharashtra conveyed the blessings of saintly mother Maiyya Shanta saying ASSET is doing noble service by reaching out to the needy.

Mukut Mithi, MP, lauded the yeoman service rendered by the KGBVs in Arunachal Pradesh. He spent time interacting with an ASSET delegate in Ezengo, Roing. The parliamentarian who has a wide experience in public life lauded the KGBVs saying, “ I was very glad to see the neat and tidy girls receiving good education in KGBV Chayang Tajo, when I recently visited the area with the Chief Minister.

ASSET informed the MP that the KGBVs are a big hope for the entire state. Through these institutions a big milestone will be achieved in promoting girls education eventually leading to women's empowerment, ASSET said in a release. Anugrah team was in Ezengo to extend the book gift “beautiful country- stories from another India” to the MP.  

A PowerPoint on KGBV, Wakro was also presented to Pomaya Mithi and Mukut Mithi who appreciated the good job done.

Anugrah also informed Mithi about recent visit of Swami Anubhavananda to Wakro and assistance provided by the saint for the Apnes.

Ziro businessman assault case solved, six accused arrested

ITANAGAR, Oct 26: In a major boost to contain criminal activities, Lower Subansiri police has finally cracked Raju Chakraborti physical assault case by arresting six persons allegedly involved in the case. Chakraborti was allegedly assaulted by miscreants on Oct 11 at Gurudwara Line, Hapoli.

In a release SP Lower Subansiri P N Khirmey disclosed that two of the accused persons identified as Lumi Apak and  Haro Doni  were  arrested by the police on Oct 22 and other four accused, namely,  Nido Onga, Rottom Boot, Langku Taya and Nido Sikari were arrested on Thursday.

Earlier a case (no. 84/12 under section 341/326/34 IPC) was registered at Ziro police station on Oct 12 last.  SP further revealed that acting on a tip off a police team of Ziro PS led by SI Joram Tugu officer in-charge has arrested the accused.

There was constant pressure from civil society particularly business community for immediate arrest of the culprits involved in the assault case.

ITANAGAR, Oct 26: Governor Gen (Retd) J J Singh and Chief Minister Nabam Tuki today greeted the nation as well as the state on the auspicious occasion of Bakra-Id (Id-ul-Zuha).

In his message, the Governor wished that the festive occasion spread Prophet Ibrahim’s messages of universal brotherhood to every corner of the world.

The Governor prayed that the celebration, which commemorates the spirit of sacrifice and absolute faith in Almighty ushers-in peace and harmony in the society.

Tuki, in his message called upon the people to follow Prophet Ibrahim’s principle of supreme sacrifice for the well-being of mankind. He urged the people to propagate the message of peace and love as preached by the great Prophet.

 

AITC  reacts

ITANAGAR, Oct 26: While reacting to the clarification issued by the Executive Engineer, Sagalee  PWD Division on a CAG report, the All India Trinamool Congress Arunachal Pradesh unit  said that  the EE is mocking at the constitutional authority of the country.  AITC unit said it is a desperate attempt to hide corrupt practices as drawing and disbursing authority of the Division.

“The CAG report is at the people’s domain. What the  Executive Engineer stated in media is completely untrue and he is trying  to divert the public attention over his willful  derailment of his duty,” AITC unit general secretary Techi Necha said in a release.

 

Dist chess championship begins at Daporijo

ITANAGAR, Oct 26: The 2nd District Level Open Chess Championship of Upper Subansiri District commenced at Daporijo on October 25.

Inaugurating the championship, Tagin Cultural Society Secretary General Tapa Dagium lauded the Executive Members of Upper Subansiri District Chess Association for organising the championship and advised the budding talents to exhibit their best performance and take maximum benefit of such rare opportunity.

Taliha CO Kipa Raja  appreciated the effort of the organisers and players for participating in large numbers.

President of All Arunachal Pradesh Chess Association N Konia, who also attended the inaugural session highlighted the efforts undertaken by AAPCA for promoting chess and scope of talented individuals in the field of 64 squares.

Altogether, 43 players of different age groups are participating in the three-day event. The winners will be sponsored to participate in the State Level Chess Championship, according to a release..

GPF draws Govt attention towards law and order

ITANAGAR, Oct 26:  Drawing the government attention towards the law and order problem at Capital Complex, Galo Peoples Federation (GPF) called on parliamentary secretary Gadam Ete at his residence on Thursday. The members of GPF have expressed its concern over the unsolved Tamar Yoka family and Haku Tatak attack cases. It also requested the parliamentary secretary to expedite the investigation to give justice to the victims. Federation also enquired about the exact position of Tongam Rina shooting case, which was handed over the CBI.  Meanwhile parliamentary secretary assured the members to take up their grievances with the CM, the GPF said.

3rd Dera Natung Memorial Badminton Championship begins

ITANAGAR, Oct 26: The 3rd Dera Natung Memorial Badminton championship began today in a grand manner.  The event is being organized by the Students Union of the   DNGC.

Inaugurating the championship North East Students Organization general secretary Gumjum Haider urged the participants to maintain sportsmanship. DC inspects road, bridge repairing works

ROING, Oct 26: Newly appointed Lower Dibang Valley Deputy Commissioner Shiv Kumar, today inspected the roads and bridges along the Roing-Hunli-Annini road which were damaged during the recent floods.

DC informed that a temporary culvert has been constructed by the BRO at the Deopani River and a diversion road at six kilo will be completed by Sunday to connect Roing-Hunli-Annini road.

HC verdict

ITANAGAR, Oct 26: While hearing the writ petition (civil, No 389 (AP)/2012)  today, the Gauhati High Court has allowed the petitioners to take part in the state level teacher eligibility test (APTET) 2012 to be held on 28.10.2012.

The counsel of the petitioners Kaling Panyang and others stated that the petitioners had applied for appearing in APTET. However, without assigning any reason the authorities had rejected their applications.  Applicants are  reported to be products of CMJ university with BEd degree.

The court also issued notice returnable  on  Nov 30 saying “the matter will stay transferred to Itanagar bench.”

 

GPF mourns members’ death

ITANAGAR, Oct 26: The Galo Peoples’ Federation (GPF) deeply mourned the sad demise of Minyi Ronya and Mindo Padu and recalled the valuable contributions of the both towards the society.

Ronya as “BO” (Priest’s Assistant) had served every Galo residents in the Capital Complex in time of their suffering and illness. His death has created a void in our tribal “Nyibu” practice, GPF said in a release and urged the Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) to extend helping hand to the bereaved family of Lt. Ronya and give a befitting recognition to the “BO”.

The GPF members termed the untimely demise of Mindo Padu, a prominent Galo society activist and former football player, a huge loss for the Galo society.

The executive members of the Forum, in a condolence meeting yesterday, prayed to almighty Donyi-Polo to rest the departed souls in peace and bestow enough courage and strength to the bereaved families to bear the irreparable loss. They also observed two-minute silence as mark of respect to the departed souls.

East Siang district and its problems

Centenary celebrations of Pasighat, Komsing and Kebang Poju Mimak makes East Siang a centennial District and the region should have the best roads, other Govt. avenues, self sufficient citizens, good educational institutions but fact is reverse. The power status in Headquarter of the Centennial district is awesome, frequent band calls hampers daily life and education.  Diamond rated vegetables, ATM booth out of service, increasing crime rate and other unlawful activities are there for public.  

A fragmentary road to Damda from Boleng, from Yeksi to Damda, no K/oil supply in Pangin Boleng, no APST from Pasighat to Boleng are all public concerned. Perhaps there may not be a miserable public than that of Legong Banggo who enjoyed the road from Mirem-Ruksin for a month which is lying in garbage now.

The ultimatum reverberated these three months anticipating a sufficient power supply in Pasighat. The news item about the power restoration is an ephemeral as observed; restored or re-restoration of the un-restored power status, someday rooster will repeat as a maxim. The ultimatum was a pestle to deviate and control the obstreperous bandh calling public. Students are worried about their studies and many shifted to Itanagar (in the haven of bandh caller’s) for studies. Citizens were expecting improvement but everything is static. Jene-tene Power restoration might compel Pasighatians to countdown and compromise to Wax. GoAP declared a nine cylinder LPG facility annually without notifications; the innocent public is waiting without getting its quota also. It is good to increase the quantity for the greater interest of the people.

Will Govt. swerve the problem into an election manifesto, which is a manifesto of every election of Pasighat? In Congress Sandesh mag. vol. 14 on 12, August 2004 page 12 PM announced the Rajiv Gandhi Electricity Scheme targeting to electrify whole country. India under UPA passed through a decade of price hiking consecutively. This is a government which raises prices and nurture problems, best examples the north India power failure in mid July 2012 and Bodo vs Bangladeshi joust. The Congress who claimed to give a Govt for aam admi has become the worst enemy of aam admi.

Minister (Education) on 1st October 2012 PPWC meeting and on Adi Agom Kebang website launching program on 24th October clearly indicated the Lower Siang Hydro Project, "we need a very big Asset to solve this crisis": If light is restored in Pasighat why need a dam? Many countries in the world without dam also enjoy good electricity.

In comparison to Tawang district Along to Pasighat is much a hospitable terrain for electrification but the unsuccessful story of 132 kv is ludicrous. Govt. could have averted all these irregularities if Hydels weren’t taken for granted. It is a camouflaged design to enthrall the people about the situation.

Declare results

Dear Editor,

Through the columns of your esteemed daily, I would like to draw the attention of the Tax and Excise department towards delay in declaration of written test examination results for the post of constables. The examination was conducted on Sept 16 last but the results have not been declared yet. The candidates qualified for the physical test were very less in number  than the candidates generally appear interview in other departments. But surprisingly, it is taking long time in declaring results.

I, being one of the candidates, request the concern authorities to declare the result as soon as possible to avoid any misunderstanding.

Infant mortality rate drops

As per the latest Sample Registration System bulletin, India’s Infant Mortality Rate dropped further by 3 points from 50 to 47 infants deaths per 1000 live births during 2010. The IMR for rural areas dropped by 4 points from 55 to 51 infant deaths per 1000 live births while the Urban rate was found to stand at 31 from the previous 34/1000. 

State of Goa recorded the lowest IMR of 10 infant deaths followed by Kerala with 13 infant deaths per 1000 live births (as against 12/1000 in January 2011 figures). The Urban IMR in Kerala however reduced to 10 against 11 of previous figures. 

Madhya Pradesh registered highest IMR of 62/1000 followed by UP and Odisha with 61/1000 IMR. States/UTs of Assam, Bihar, Chandigarh, Haryana, Rajasthan, Meghalaya were found to have IMRs more than the national average of 47.

The Sample Registration System is a large-scale demographic survey for providing reliable annual estimates of birth rate, death rate and other fertility & mortality indicators at the national and sub-national levels. The field investigation include continuous enumeration of births and deaths in selected sample units by resident part time enumerators, generally anganwadi workers & teachers, and an independent survey every six months by SRS supervisors.

At present, SRS is operational in 7597 sample units (4,433 rural and 3,164 urban) spread across all States and Union territories and covers about 1.5 million households and 7.27 million population.

Meeting on Collection of User’s Fee at Daporijo

DAPORIJO, Oct 26: Upper Subansiri District Administration and Urban Development Department held a meeting on the issue of collection of User’s Fee for businesses within the town at the Rijo Conference here today.

The Meeting was organised with regards to clearing the air on the issue of collection of User’s Fee as objections had been aired against its collection by some sections of the business community. Opinions were aired that the decision for charging User’s Fee had been taken without the true consent of all the actual business owners and on the amount fixed as fee. Resentment was also expressed on the fee being paid by only the business community and not all urban dwellers.

Addressing the issues, the Deputy Commissioner stated that all actions taken by the government were for the benefit of the people and that creating issues would only hamper in the efforts to making the town a clean and beautiful place. He informed that in view of the differing opinions on the collection of the user’s fee, the matter would be re-examined by a committee and decisions would be made on their recommendations. He added that opinions and views of all would be taken into consideration and any decision taken should be implemented in the field.

On the matter of the fee being collected only from business owners, he said that all government servants paid a fee as civic charges to the government and that the user’s fee was for cleaning up the town. Exhorting the people to cultivate civic sense and fulfill their civic duties, he said that all should work together towards rectifying any mistakes made, recognising and rewarding good work and keeping the area clean, green and hygienic.

DD H. Welly informed all on the details of the User fee collected and expenses incurred from the amount. He informed that out of 536 shops in the town(in the records of the department), only 316 were license holders and only 127 shopkeepers paid the users fee till date at the rate of Rs 30 (small), Rs 50 (medium), and Rs 100 (large) per shop per month.

BJP flays state Govt for its role in Shraddanjali Yatra

ITANAGAR, Oct 26: The Bharatiya Janata Party (BJP) Arunachal Pradesh in its extended State Office Bearers’ meeting at party headquarters here yesterday expressed gratitude to the people of both Arunachal Pradesh and Assam, especially the local populations of Kameng sector and Guwahati,  Nagaon, Tezpur of Assam for extending whole hearted support and voluntary cooperation to the Shaheed Shraddhanjali Yatra.

The yatra from Guwahati to Bumla to pay homage to martyrs of Indo-China war in 1962 was flagged off by party president Nitin Gadkari at Guwahati on October 18 last.

The party, however, criticized the ruling Congress Government in the state for playing the rule of a mute spectator during the entire program, which the party termed very unfortunate. The party, without elaborating, alleged that the state govt had adopted various means to sabotage the yatra. However, it did not succeed, the party said in a release.

It further informed that the Paresh Baruah-led faction of ULFA had warned the Yuva Morcha of the BJP from protesting against China on the 50th anniversary of the Sino-Indian War in October. The hardliner faction asked the BJP Yuva Morcha to keep itself away from its planned protest at Tawang and also asked senior BJP leaders like Nitin Gadkari and L K Advani not to take any step that could increase tension between Assam and China.

Meanwhile, BJP demanded a thorough inquiry into the MS Chauhan missing case by an ‘Independent Agency’, if not through SIT, under the direct supervision of Gauhati High Court for fair and impartial investigations.

 

 

Takam Todo Football Club Championship begins

ITANAGAR, Oct 26: The first ever Takam Todo District Level Football Club Championship -2012 began at Palin yesterday.

Inaugurating the tournament amid huge gathering of football enthusiasts, Kurung Kumey ZPM Chairperson Tarh Talo  said that the championship organized for the first time in the district would provide a platform to the young football players of the district to expose their talent.  He donated Rs.1.15 lakh to the fund of organizing committee.

Attending the inaugural function, Kurung Kumey Olympic Association president Gora Makik also encouraged the players. While donating few amounts to  the organizing committee, he assured to sponsor the first prize of the next year’s tournament.

Palin CO Rido Tarak, Principal of Palin Govt HS School Biri Son, ANSU Finance Secretary Takam Tayam and Panchyat members attended the inaugural function, among others.

The opening match was played between Gora Makik FC and Tarh FC in which the former defeated the latter by 2-0 goal. In another match of the day, Jiyo Aur Jine Do FC beat Khyoda Talling F.C by 3-1.   

Altogether 16 teams are participating in the tournament.

 

 

Butterflies are your rich heritage, conserve them: Expert

ITANAGAR, Oct 26: Butterflies are a rich part of your ecological heritage and the Lohit valley has an abundant variety of them. Students can play a vital role in their conservation by taking up the study of butterflies as a hobby, said Balakrishnan Valappil, an engineer-turned ‘full-time friend of butterflies’, as he addressed a packed audience of senior students and teachers at the Lathao Govt. Hr. Sec School last week.  

Well-known as the most prolific photographer of butterflies in India, and a member of the Butterfly India Network, this civil engineer was on a 10 days-visit to Kamlang Wildlife sanctuary on his way to attend a Butterfly Meet at Roing, (which was postponed due to disruption in road-links to Roing).

Balakrishnan was addressing students and teachers at Wakro and Lathao, during a series of interesting lec-dems jointly organized by the Lohit Youth Library Network, ASSET, Wakro and the Khun-Ta-Nau welfare Society, Namsai.

Discussing elaborately on the salient features of the butterflies in India, he said that this has been a field of studies almost wholly neglected in Independent India, as no new species has been discovered by Indians after the British recorded nearly 1500 species of butterflies in India. Further Arunachal, a great home to butterflies and other wild life, has about 700 odd species, though the occurrence of many of them have not been studied in details.

“Watching butterflies is one of the easiest hobbies, as it does not need any special equipment and thus can be taken up even by a student. You can make your own list of butterflies found in your area”, he told the students. “And photograph them with a little patience and interest.” “You could prepare little monographs of your work, as a part of science assignments,” he suggested.

Balakrishnan presented the Library Network, copies of the book “Butterflies of Mumbai” by well-known expert Nelson Rodrigues and a monograph “Butterflies of N. Kerala”, for which he had provided enchanting photographs.

Answering questions, Balakrishnan pointed out that butterflies and moths could be valuable indicators for excessive and needless use of pesticides in agriculture and warned the youth to create awareness about eco-friendly bio-pesticides so that the rich and unpolluted agric land of Arunachal could be saved. “If you are not alert today, it would be too late tomorrow”, he cautioned them. “Through butterflies I could have get a realization”, he went on, “that there are higher things in life than merely earning money”.

Sapna Nath, Biology teacher, Govt. Sec School, Wakro and Timita Mungyak, Vice-Chairperson, Khun-Ta-Nau welfare Society and patron, Lataho Youth Library also addressed the meetings and thanked the speaker for his illuminating insights.

 

 

VKVs play vital role in nurturing talents in Arunachal’

ITANAGAR, Oct 26: Secretary, Information and Public Relation Indra Malla Jain said that VKVs are playing a significant role in grooming the young generation towards excellence in many fields.

Inaugurating the High Achievers Camp Prachodaya at VKV, Itanagar, Mallo, the first women IAS officer from Arunachal said that the state has all the potential to become excellent.

She has narrated her amazing experiences as IAS Officer in Maharashtra and her visit in USA and Singapore for the study of public administration.

She said that India has to get it right by working together. “Be mentally alert, physically fit and morally high”,  she advised the students.

She has also appreciated the VKV teachers for guiding the students in right direction like a gardener look after a garden.

Chera Talo Memorial Volleyball Tournament

Parsi Parlo Sangcha Ajin and Kapa Ajin Team win men’s and women’s title

ITANAGAR, Oct 25: Parsi Parlo Sangcha Ajin Team beat Kumey Belt Sports Club in the final to win the Men’s title of the first Chera Talo Volleyball Tournament at Koloriang. Kapa Ajin Team won the Women’s title defeating Mukam Welfare Society Team.

The winners of Men’s Volleyball were awarded cash prize of Rs 50,000 and the Runners up team was given Rs. 30,000. The winning and runners up teams of women’s category were given Rs.30,000 and Rs.15,000 respectively.

Rigia Peter of Parsi Parlo Sangcha Ajin team and Mukam Boni of Mukam Welfare Society were adjudged as the best Men’s and Women’s players of the tournament respectively.

Tai Nekio, EE, PWD, Sangram Divn,  Bengia Hasi, Ex ZPM, Koloriang and Chera Mekia, wife of late Chera Talo attended the final day among others.

Earlier, Local MLA cum Parl Secy Lokam Tassar has assured to provide Rs 5 Lakh to the fund of Chera Welfare Society, according to organizing committee.
